Downtime is the virtual machine that serves a temporary web page to inform people why a particular web site is down in the CS Labs. Downtime also serves as a backup Dns server in the event that the Dns VM is down for some reason.
In the event of a failure, a script is modified and run to grab select IPs for services which are down.
